Flashing curser while typing an email

I currently am running Windows Vista Business. I have gone in to the control
panel >> Keyboard to slow the curse flash rate right down so that it doesnt
blink when I type. In any program I open ie; Word, excel, notepad the curser
will not blink. When i type up an email in Outlook 2007 the curser flashes.
Is there any way to stop it from flashing?
