flatten graphics?

I have some graphics one on top of another. I was hoping publisher would
flatten them into one file when it publish to the web, but it doesn't.

Is there a way to tell publisher to do that, or do I have to combine them in
photoshop first, then put it in publisher?

You will get the best results if you prepare and optimize the image before
you insert it.

In Pub 2000 if you layered, or overlapped two images, or any design elements
on the page, the html coding engine would combine them into one .gif image.
Subsequent versions have allowed layering without combining. However, if you
group the overlapping elements you might end up with a several new images
that are used depending on which browser is used to view the page. Generally
though, you won't be satisfied with the quality of the results.
