Fleeting permissions? Win2k from XP SP2

I believe this is security related, if not I apologize for inclusion here.

I am running a p2p network with XP Pro, XP Home and Win2K machines.

My problem is running an access program on the Win2K machine. I've
shortcutted to the file on an XP Pro SP2 machine (host). the 2K machine has
Access2K, the XP has Access2003.

With the program running on the host, the client can run the program fine
upon first system logon. If the program is closed then reopened (on the
client) then the program locks after the splash screen. Logging off the
client and logging back on enables the program to function fine again...until
another closure.

If the host is not running the program, the client has no problems with
opens and closes of the same application.

Yes default is set to shared not exclusive use. Permissions to the folder
are wide open.

I'd truly appreciate any suggestions or solutions!

Your description is a bit unclear IMHO.

You say you are running "an access program on the Win2K machine [and
have] shortcutted to the file on an XP Pro SP2 machine". What is "the
program" and what is "the file"? It seems that you use "the program"
sometimes to mean Access, and other times to mean the Access database.

How about restating it thusly:

"I run Access itself on PC #1 to open a database stored on PC #2" etc.
etc. Then it will be clearer.
