Flexibility in matching generic resources (MSProj2003-2002)

Hi All!
When I am macthing generic resource to avalaible resources from corporative
pool the algorithm is :
"GENERIC SKILL" is equal to "RESOURCE SKILL"

Is it possible to organize enterprise field lookup tables to support
algorithm
"GENERIC SKILL" is less then "RESOURCE SKILL" ?

Frankly speaking, I would like to choose resources having skills EQUAL or
BETTER then required by generic. "Skill" type is numeric - 1, 2, 3 ...
