I was wondering if there is a way to flip a flat file
(multiple columns) and flip it to a one column table.
Grouping appropriate levels together in access? Or is
this something that requires some programming knowledge?

A "Normalizing Union Query" may be what you need here, but I'm not
sure I'm visualizing the problem correctly. Could you give an example
of what the input file looks like, and what you want as the final
result? What are you "grouping"?
