Float Over Text not enabled when recording macro

User pastes pictures into WORD and it comes in with "Float Over Text". You can go to picture format and switch that off. However, I am trying to give him a toolbar command to format the picture, but if I try to record that action in a macro, the Float Over Text option is grayed out in the format picture dialog

Does anybody know why?
