floating objects not following table position

in word 2000, i have a floating object with the layout as 'behind text'.
this object is anhored to the cell of a table. the table is also set to text
wrapping 'around'. where ever i place the table, the floating object follows.

i cannot seem to duplicate this effort in word 2003. i figured the new
'layout in table cell' should be for this feature, but it doesn't seem to
work. can anyone walk me in the right direction?
