floating windows behavior different when started by document

Start visio by clicking on a visio document in the start->document menu

Float the pan and zoom control window and put it outside the app's main
frame, and click on visio on the task bar once, visio and the floating
windows disappeared. Click on visio on the task bar again, visio re-appeared
but the pan and zoom window remains invisible.

Starting vision by using start-> programs->office->visio, then the behavior
is different:
clicking on the button on the task bar causes visio to lose focus and the
floating windows to disappear, click again and it regains focus and the
floating windows re-appear

Why is this?

When I try this with Visio 2003, I see the same behavior either way. But
the behavior is that the outside window reappears just once. After that it
is not visible. Looks like a good bug.
