folder structure in outlook folder list

Is there a way to copy and paste folder and subfolder file structure in the
Outlook 2003 folder list with out copying the email data as well?

Sorry, I was not clear. Let me try again.

I want to open an existing folderin the folder list, copy the subfolders,
then add a new folder to the folder list and paste the subfolders ( without
email ) into the new folder. Is this even possible?

Not as a feature but you can abuse some to reach the same results. :-D

One is to run AutoArchive with a date older than your oldest message. This
will copy the structure to the archive file (create a new one if desired)
but won't move any items.

Another one it to copy your pst-file, connect to it and do an Advanced
Search of it without any conditions. This will return all items in the
results screen so you can use SHIFT + DELETE to easily clear all folders at
once leaving you with an empty folder structure which you can easily
copy/move.
