folders not available when importing .csv

I am trying to import a .csv file into my contacts list in outlook
2002. Sometimes it works, most times it doesnt.

Where it fails is:

I go to file | import and export
I select import from another program or file
click Next
I select comma seperated value (windows)
click next
I browse to the file and select it
click next

then when it comes to selecting the destination folder i have no
folders in my list choose from.

But like i said it sometimes works the first time and then doesnt
work. There seems to be no pattern but it doesnt work more often than
it does.

Has anyone seen this? has anyone fixed this?
