Followed directions, still not working...how do I set up mdb passw

Have tried all of the ways that have been suggested...I still can't get the
database to let me set a password. Yes. I am the administrator.

Did you follow these directions?

1 - Create a shortcut and make the target use the /excl command line switch
to open the db exclusively:

"path to msaccess.exe" "path to db.mdb" /excl

2 - Open the db with the shortcut.
3 - Use menu, Tools > Security > Set database password.
4 - Set the password and verify it when prompted.
