I am adapting a program I wrote for the Windows Excel to run on the Mac. I
have created the help files in HTML
(because I thought this would be most portable!). Running on Excel V.X
(OS/X2.3) it insists on checking with the
user every time the code tries to open a help file. It
comes up with a warning about viruses and 'are you sure
you want to open up this file' Click yes and it works fine.

The html files are on the hard drive - my test Mac is not
even linked to my network, or to the internet. I cannot
find any setting, or anything in the help, which allows me
to switch this warning off. Please help! Any suggestions much appreciated.

AFAIK, there's no way to turn this warning off. Please, in addition to
your suggestion here, make a suggestion to MacBU to make this an option
by using the Help/Send Feedback on Excel menu item.
