Font display issues - Other than defined

in Office 2003 SP3 under Windows 2000

I have a report that the client is very picky on it's aesthetic appearance
more than the data it shows

I have some fields with labels and some data output where I add a label into
the data field (i.e. >>="Sub-Region: " & [SubRegDcd]<<)
all are defined as Arial Black . 11pt . Bold
however the output really appears as if varying Font sizes or bolding are used

what gives?
