can i restricyt the fonts avaiable to user in word withot removing from windows completely

no way, as far as I see, but redefining the dialog
"format character". Possible, though, but not quite
simple.

If you are using Word 2003, you can restrict the user to using a limited
list of styles for documents based on a particular template, and eliminate
the use of manual formatting altogether.

Take a look here for an article which mentions how to do it. (The Word 2003
stuff is at the end of the article.)
