Same way you make a font any other size: just type the size you want in the
Font Size box.

Is there a way to make a font 4" tall?

Use the ratio of 72 pts per inch - 72x4=288, so select the text, click in
the font size box & type 288, press return. The characters may not be
*exactly* 4" tall, but they will be pretty close depending on a number of
variables involved in the design of fonts & exactly which font you're using.
You can always increase or decrease font size by a few pts at a time to get
a better 'fit'.
