Font Substitution Does Not Convert Permanently

We have a standard set of fonts that are used in our WORD documents company
wide. But some of our documents where created before we standardized and
removed unwanted fonts from our machine. We are currently updating these
documents to remove the unwanted fonts and fix any formating problems that
occure.

To do this we open the document in WORD and then open the Font Substitution
dialog where the missing fonts are listed. We verify and correct if needed
the substituted fonts WORD has selected and then click the Convert
Permanently... button and WORD does the conversion and we save the converted
document. But if we then open the document and go into the Font
Substitution dialog we find that one missing font is still listed. We are
not able to permanently convert one font in each document and if we examine
the document the font is indeed still used in the document.

Its not just one particular font that is not converted, it varies from
document to document. What is consistent is that it is alway the first
missing font listed in the Font Substitution dialog, when we initial open the
document, that is not permanently converted. If the document initially has
only one missing font then that one font not converted.

We have tried doing these conversions using WORD 2003 and WORD 2007 with the
same results. Is there any way to get WORD to convert these fonts or another
way to remove them that we are not aware of? Just leaving them in the
documents and letting WORD substitute each time the document is opened is not
acceptable. These documents are sent to clients and we want the correct
fonts to be used, not the original font that the client may have installed on
their machine.
