Footer loses Chapters

I have correctly set up a template with Heading styles I and Next Page
section breaks. In the footers I chose 'Include Chapter Numbers."

When I create an RTF document based on this template, it contains the
chapter numbers in the footer upon creation. However, after I close the RTF
document and re-open it, the chapters are gone from the footer and only the
page numbers remain.

This is an intricate template with over 1500 bookmarks. I think it might be
a memory problem with Word 2000. Currently running version 9.0.3821 SR1.

Does anyone know if Service Pack 3 identified and fixed this problem?

I suspect this is one of the features that the RTF format can't handle.
