Footnote Bug in word 2000 - please help

I insert a footnote in a document and the spacing below is
correct.

I go into normal view and turn on the footnote pane

I delete the footnote separator, return to page view, all
footnote spacing is fine.

I return to normal view/footnote pane.

I delete the footnote continuatiuon separator, return to
page view and all footnote spacing is fine.

I return to normal view/footnote pane.

I select the footnote continuation notice to make sure it
is empty. It is so I return to page view.

There is now an extra line of space below the footnotes
that I cannot get rid of.

I've tried this in the template I have spent the last
month developing, files based on the template, the normal
template, and documents based on the normal template and
can replicate the problem in every instance. I have
checked all styles, paragraph formatting, fonts, etc and
all seems correct. I have also been able to replicate the
problem on two other machines.

My experience is that if you ever touch the Footnote Continuation Notice, it
is permanently inserted (even if empty) and creates extra space on every
page, even if a footnote is not continued.
