Footnote error

I cannot type in the footnote area (Word 2003) in Normal view. I can see the
footnotes but I can't alter them or add another. In Print View I can. This
happens in all my documents. I have allowed Word to recreate normal.dot but I
still have the problem. When I click in the footnote pane I get the briefest
flicker of what looks like the hourglass.
