Footnote numbering problem

I'm running Office 2000 Professional and working on a
doctoral dissertation. Each chapter is a separate document
and the footnotes are numbered within each chapter. The
problem is that after making changes, additions,
deletions, etc. the numbering of the footnotes is off. I
do note that some pages have a short line separating the
footnotes from the text while others have a line that goes
competely across the page. Does anyone have any idea how I
can solve this?

The lines have nothing to do with it. The short line is the Footnote
Separator; the long line is the Footnote Continuation Separator. If the
numbering is off it could be because you have Track Changes enabled and
haven't accepted the changes.
