FOOTNOTE NUMBERING

WHAT CAN I DO WHEN FOOTNOTE # 3 (at the bottom of the
page) AUTOMATICALLY APPEARS ON THE PAGE FOLLOWING THE PAGE
I INSERTED IT INSTEAD OF ON THAT PAGE? In other words,
Footnote 3 should be on page 4, but it shows up on the
bottom of page 5. I've tried to move it by bringing the
bottom line from page 4 down to page five, which has
worked in other situations, but does not work now.

ANY SUGGESTIONS?
