Footnote numbers in document sections

I have had to separate my document (which contains odd/even headers)in sections to accommodate three pages in the middle that have a horizontal orientation. I want the footnote numbers in the section following these pages to start at 26, since this section is really a continuation of the first one. If I enter 26 as the starting number, it changes the first section to start at 26, when it is really 1. Any suggestions on how to begin the footnotes of section 3 at 26 without changing any other footnote numbers?

What I'm understanding is that you want the footnote numbering to run
consecutively from start of the doc to the end. If that's the case why are
you not just specifying "Continuous" rather than changing the "Start at:"?
