footnote or section break acting as end of document

i am writing footnotes, and have a section break 1/4th of the way through my
document with footnotes. all the footnotes work correctly before the break,
but after the break every new footer i add is always shown as # 25, and adds
itself to the earlier list.

there is a line above the footnotes (i think it is a section break) after
which i do not get the option to set new section breaks. (the break option is
light grey instead of black, and won't let you select it)

if i go to the beginning of the document, and hit control + end, it goes to
the messed up section break.

also, if i go to any point after the messed up section break and do control
+ end,
it goes back to the messed up break.

it will not allow me to select the messed up section break in order to
delete it.

when i go to Normal View, everything after the section break vanishes.

Are you sure these are footnotes? What you are describing sounds more like
endnotes.
