footnote spacing when text is justified

In my document with footnotes, I have set the footnote text to be full
justified. The problem occurs when the footnote starts off with some
very long words, so that the words on the first line have a lot of
space between them. The result is that there is also a lot of space
between the footnote number and the first word of the footnote text,
which looks very strange. Below is an example of how it looks (I put
underline characters instead of actual spaces to preserve the spacing):

8_______See_______reallylongword_______anotherreallylongword______and
stilllotsoflongwords________andthefootnote____continues.

9_Lots_of_really_short_words_in_this_footnote_short_word_short_word_short
word_short_short_word_short_word_short_word.

So in the example above, I want the "8" and the "See" to be close
together.

The one solution I have found so far is to replace the space between
the number and the first letter of "See" with a "hard space". But I
have several documents already created, with hundreds of footnotes, and
I don't want to have to replace the space characters in every single
one. I'm hoping to be able to modify a style or something.
