Footnote: starts on following page(!) Aaargh

Microsoft Office Word 2003 / Windows XP Home Edition 2002

My six page document, with 17 correctly placed footnotes, is suddenly
refusing to place numbers 18 and 19 on the same page. As soon as I
(alt+i+n+n+i) the footnote goes to the bottom of the next page.
