footnote top margin

Can anyone help me with setting up the margins between footnotes and the body
text? I have a document with over 35 footnotes and the space between the body
text and the actual footnotes is very irregular.

If you have set footnotes to be at the bottom of the page, there will be
some variation. If you set them as "Below text," the distance will be
uniform, but the bottom margin will vary. See
