User has Word 2002 SP3. A co-worker worked on her document and seems to have
changed the 17 Footnotes in it into Endnotes and deleted the note pane. We
have tried the method listed in Help to convert them back to footnotes but
nothing happens. Is this a feature which only converts once?

I am not sure why the Convert button on the Footnote dialog does not work.
This has always worked for me, regardless of how long the document has not
been active.
Have you tried, Right Mouse click on the Endnote, Convert to Footnote?
Hope this helps

The end notes do not appear to be inside a pane. Right click on the end
notes gets a regular menu with Paragraph, Font, etc. Convert is not an
option. The only way to get to a convert box is to click at the first
reference and go to Insert | Reference | Footnotes | Convert | Convert
Endnotes to Footnotes. More references are created but all the notes remain
at the end of the document.

Sounds like the Endnotes are no longer Endnotes and have been converted to
bodytext.
If this is the case then there is nothing to convert. Unfortunately this
could mean a manual recreation of the Foot/End notes.
Sorry.
