footnotes next page?

What can be done about footnotes that move themselves to
the next page? In my document there are sometimes a half
page of notes ,sometimes none. In the case of say three
notes Word will sometimes insist that one move by itself
to the end of the next page. moving some text sometimes
recovers this but not always. This is an unsatisfactory
method because it introduces un wanted spaces.
I notice that where the footnote reference is at the right
hand margin this is most likely to happen. it seems to
matter not whether the note is at the top middle or centre
of the page. It always affects the last note only, never
two.
Any thoughts?
