footnotes started numbering incorrectly

My footnotes suddenly changed a few past ones and started renumbering them
from 16 (instead of 22 which is where I was) and when I attempted to have it
started from 16 it jumped to 37. HELP!

Don't even think of trying to restart numbering. Do you have Track Changes
enabled? If so, numbering in the document (all numbering) will not be
correct until you accept the changes.
