Force a rebuild of a project's binary record in the Project Server database

I'm using an EPM 2003 sp2a (1 frontend, 1 database, not using
sharepoint) and I encountered a problem where actuals are 'appearing'
on an inactive resource on an administrative project plan.

Since it sounded like corruption, I forced a rebuild of the project's
binary record in the project server database following the
instructions of the projectserverexperts (http://
www.projectserverexperts.com/Shared%20Documents/BinaryRebuild.htm).

After completing the steps the proj_ext_edited field remains at a
value of 1. I kind of expected it to return to zero. Is there
something else wrong?

Additionally, I saved an XML version of the file, which I was unable
to open in Project Professional 2003 sp2.

Can anyone shed any light on these issues?
