Force a recipient to open a message (disable preview pane)

Is there a way to force a user to open a message I send them if they want to
read it? When I request a read receipt internally in my company the user is
not prompted if they want to send one (and they can not change that option in
outlook), but they can cimcumvent the receipt by reading the message in the
preview pane and leaving the message marked unread. Then I get a deleted
without opened message when the message is deleted (by the user or the
retention policy in effect on the mailbox).

You could disable the reading pane in Group Policy.

Or you could set a company policy that says that people have to mark your
messages as read when they read them otherwise they will be fired.

Is it really that important as long as the message gets read?
