Forced Data Entry?

Is it possible to create cells in which another User is forced to
enter in data that is only on a list of acceptable entries?

For example, I can create a cell where the only acceptable entries
are: land, air, water

If anyone has advice/instructions, it'd be greatly appreciated.

One option:

Create a list of the acceptable items then select the cells where entries
are to be made & go to Data>Validation. Select List from the Allow: list &
go from there. You can set the level of restriction on the Error Alert page
& customize a message on the one labeled Input Message to cause a popup
message when one of the cells is selected or hovered on.
