Forcing Users out of an Access 2000 database

Is there a way that as an administrator, I can force users
out of a database to gain exclusive control? People don't
listen/read my emails about getting out of the access
database between my scheduled times, and then I need to
figure out who they are, which adds 30 minutes of wasted
time to my day....HELP!!
