Form and Scroll Bar

Is there a property to use to ensure that a Main form opens with its
Right Scroll Bar all the way to the Top of the form?

My Main form opens just short of the top of the form so the user
cannot see the pages/tabs (cannot see the subforms) at the top of the
page.

Your Main form isn't sized properly. Make the form larger so the sub
forms fit when the form is open in Form View. Also, use the menu item:
Window > Size to Fit Form when the form is open.
