Form buttons not showing up in recipients' email

We have a form that has two views. One filled out by a Requestor and
one filled out by an Assessor. When the Requestor opens View #1 they
see the button for the submit.

After submittal, the recipient opens the form (view #2) in Outlook and
does not see the buttons for accept or deny. Any reason why or
setting required in order for the recipient to see their respective
buttons?

This behaves differently for different users and is not consistent,
except that one user consistently cannot see the buttons.
