With the following code:

<!--webbot bot="SaveResults" S-Email-Format="TEXT/PRE"
S-Email-Address="(e-mail address removed)" B-Email-Label-Fields="TRUE"
S-Builtin-Fields="REMOTE_NAME HTTP_USER_AGENT" startspan
B-Email-Subject-From-Field="FALSE" S-Email-Subject="Email Us" --><input
TYPE="hidden" NAME="VTI-GROUP" VALUE="0"><!--webbot bot="SaveResults"
endspan i-checksum="43374" -->

How can I e-mail a form to 2 e-mail addresses, one e-mail will have the
user's IP adress and the other with the user adgent string, and the other
will just have the contents of the form?

Not possible with the FP Form Handler, to split a form content or send to multiple email addresses.
To send to multiple email address see if your web host offers auto forwarding, then you would see
the email to a single email address that would then forward a copy to the two actual email
addresses.
