Form Management in Outlook

[Odd Spot]

I am trying to manage the appearance of a Windows Form in relation to
Outlook. I want the form to always be on top of the Outlook Application
but not on top of any other applications if those applications are on
top of the Outlook Application. I've tried listening to the minimize
event on the explorer object, but this only helps if the Outlook
Application is minimized. It does not help when another application is
simply loaded on top of the Outlook Application.

Any ideas?

Maybe Explorer.deactivate & activate ?
