Form not showing Min/Max or Close buttons

In Access 2002, I have a form which does not show the Min/Max or Close
buttons in Form View.

Properties -
View = Single Form
Min Max Buttons = Both Enabled
Close Button = Yes
Border Style = sizable

I've never seen this problem before and would appreciate any help available
(the database was created by someone else and I'm just tweaking it)
