Form opening as XML instead of Form

I have a form that has been published as part of a Form Libary. When I open
the form the first time in the browser, it works fine. Part of the workflow
that I have for this form is upon saving, it gets a name assigned, and then
copied to another Form libary for someone else to take action on. In the new
form library, when the user clicks on it, it comes up as XML instead of the
InfoPath form. Any ideas what I'm doing wrong here?

I've had this happen if the view is setup to use either Name (for use in
forms) or Name (linked to document). The only one that always seems to open
with the browser is Name (linked to document with edit menu)
