Form opens with top cut off

I have forms that can be resized for 800x600 or 1024x768. Once they've been resized for 1024x768, the Detail section height gets stretched. When resized back to 800x600, the form opens with the top 3/4" or so scrolled off the top of the screen

Is there any way to force the screen to display the very top when it opens?
