A form height limit appears to be 22'. I have more stuff that goes onto the
form than will allow for that size. How do I make the subreports (and a word
doc) show small height on the design view of the report, but then print out
in their entirity?

As a matter of general principle, it is best to keep a form to the size
that can be entirely seen on the screen without scrolling. Where you
are trying to manage a lot of information at once, this is usually
achieved through a combination of subforms in continuous view, and Tab
Controls so that the data can be devided between the tab control pages.

Even though it is technically possible to print from a form, forms are
not for the purpose of printing. This is what Reports are for. With
reports. you have a lot more control over layout and sizing, and the Can
Grow and Can Shrink properties.
