form problem in Outlook 2007

When user copies data from a received email and pastes it into a new email,
her "header" is then copied and put down at the footer of the email. She is
running Office 2007 on a Windows XP os. Is there a way to remove the copied
header from the email?

How is the user "copying" the data?
