form protection question

i am currently building forms in word. up until now everything was going
super, however, one of my form documents has lost the "protect form"
function. the document is not protected. i can add form fields & format them,
but i cant toggle between protect & unprotect to test the form or finalize it
for use. the little lock icon on my forms tool bar seems to be disabled. if i
copy & paste any of the information from the nonfunctional form to a working
form or new document, the protection capabilities of that form get lost as
well.
any suggestions as to how i might fix this, otherwise i will need to start
from scratch.

Checkout tools > protect document > editing restrictions and ensure that the
document is protected for forms.

I appear to be having the same problem with Word 2007. I had a form created
and protected. When I went in to make changes the ability to protect the
document was not available. The "Yes, Start Enforcing Protection" was not
lit up.

I have no Formatting restrictions and I have chosen Allow Filling in forms.

Look on the Developer ribbon, in the Controls group. If the Design Mode
button is highlighted, click it to turn it off. Protection isn't available
while it's turned on.
