Form Submittal

Currently we have set up a form to be submitted to one person. When they get
the forms, they merge it into one...is there a way to have the one merged
form be submitted to someone else on up the chain?

Are you using browser based forms? If so you can use workflow to peform
multi step processes.

If you are using a client form then you would have to write code to
determine who the form gets sent to.
