Form wizard will not load or run

Hi

I click on the forms object in the Database window and
then select new and choose Form Wizard in the New Form
dialogue box. Nothing happens. The Form Wizard will not
start or load, run. No error message is generated just
nothing.

I have uninstalled Office 2000 completely, and then re-
installed it again. Office is running on Windows 98 (the
original not SE). I did download Direct X 9.0 recently,
could that have an effect?

Any help would be appreciated and thank-you in advance
