Format Bullets and Numbering menu not accessible

In WORD 2004, in one chapter of the document I'm working on the menu item "Format Bullets and Numbering" is dimmed and the list numbering continues from the previous chapter. I've tried removing the formatting, but the menu item is still dimmed. Why is it not accessible and how can I reactivate it? Or is there a keyboard shortcut that would bypass the menu? The one given in Office 2004 for Macintosh: The Missing Manual" (p.116) doesn't work. Thanks.

I have no idea what has caused that, but I suggest that it might be a
corrupt document.

1) Create a new, blank document

2) Carefully select everything EXCEPT the last paragraph mark in the old
document.

3) Copy

4) Paste into the new document and save it under a new file name.
