Format Cell is not working consistently

I have a worksheet in which I can format some columns with data can be
formatted by right-clicking, Format Cells, but other columns with data
will not. The dialog box for formatting does not appear.

Other worksheets do not have the problem and the Format Cells dialog box
appears as it should.

Any idea where I start to troubleshoot this?

This is Excel 2000, SP3

The only time I've seen this is when the workbook was created by another program
(Lotus 123 and Crystal Reports, for me).

I could select a little bigger range and get the dialog to appear. Then I'd
format this larger range and come back later to change the sacrificial cells
back to what they should be.

Any chance your workbook was created by something else?

Hi. Thanks for responding.

The file was created by Excel 2000.

Very strange. I can click on Column A, right-click, select Format
Cells, and all works just fine. However, on some columns, no dialog box
appears when I click on Format Cells.
