format cell reverts to previous format

I have tried to change a cell format from date to
general. I have unlocked the cell but each time I attempt
to enter a number it continues to format it as a date. I
am using slashes (i.e 12/38)and some cells in the same
column have accepted the change others have not.

Any suggestions?

Use text format instead, those that are accepted are those that cannot be
translated into dates like
13/38 (you can also precede the entry with an apostrophe ' )
