Format Options For Custom Forms - Outlook 2000

I want to keep my custom form in HTML format and I want to put the message
box on a seperate tab. But, the moment I go to a second tab, the format of
the form automatically switches to RTF. That setting means that any
prexisting text entries are lost at the moment the first user forwards the
custom form, at which point it reverts to HTML.

One work around is going back to a one tab form. But, is there anyway I can
keep the two tab form and force its format to be HTML?
