Format specification is invalid

I installed Access 97 on XP home and I get the following
messages on any database
"The format specification for "rd" is invalid
OR
Database can't load the 'rd' format". The file name
changes and seems to be part of the headers on report.

The message says to reinstall (which I have done) or edit
the registry, but doesn't give any more info on what to
edit in the registry.
